EasyJet has direct flights from the UK to Amsterdam Airport Schiphol, which takes just over an hour. From there, you can get the train direct to The Hague in 47 minutes.
As with much of the Netherlands, the best time to visit is March to May, or September to November, since the weather is better, and the crowds are smaller.
