July and August are when the summer season reaches its peak in Rome. The city can be hot, humid and crowded during these months, but just right for dining al fresco at the many restaurant terraces and evening strolls by the Tiber. There's also plenty of festivities to get involved with including Festa di Noantri and Rock in Roma in July.
If you don't fancy knocking elbows with other holiday makers at popular attractions like the Forum Romana, fly to Rome in May or September. You'll still get to enjoy warm weather, but you won't have to deal with the sweltering temperatures of midsummer or the crowds that come with them.
